Nigeria Prepares for 2027 IAEA Nuclear Infrastructure Review as Site Evaluation Advances

Nigeria is preparing for an International Atomic Energy Agency Integrated Nuclear Infrastructure Review mission in 2027 while advancing technical work on potential nuclear power sites, providing a new indicator of progress in one of Africa’s longest-running nuclear newcomer programmes.

The Nigeria Atomic Energy Commission (NAEC) confirmed that information now being assembled from government institutions will support an ongoing review of the country’s Nuclear Site Evaluation Report as well as preparations for the planned IAEA mission.

The development moves attention away from broad declarations about Nigeria’s nuclear ambitions toward two of the more substantive requirements of a newcomer programme: demonstrating that prospective sites can satisfy nuclear safety requirements and showing that the country’s wider nuclear infrastructure is sufficiently developed to support future project decisions.

The IAEA describes an Integrated Nuclear Infrastructure Review, or INIR, as a holistic peer review covering the infrastructure required to establish a safe, secure and sustainable nuclear power programme. Countries preparing for a mission undertake a self-evaluation covering 19 nuclear infrastructure issues under the IAEA Milestones Approach.

For Nigeria, the planned 2027 review is therefore important—but it is not a construction licence, reactor approval or final investment decision.

Nigeria Assembles Data for Site Evaluation

NAEC Chairman and Chief Executive Officer Anthony Ekedegwa disclosed the latest programme developments during a 5 August meeting with Nigeria’s Minister of Power.

According to NAEC, the Commission requested access to technical, scientific, environmental, socioeconomic, infrastructure, geospatial and regulatory information held by the ministry. NAEC said the information would support both the continuing Nuclear Site Evaluation Report review and preparations for the 2027 INIR mission.

The breadth of information being requested illustrates why choosing a nuclear power site involves substantially more than identifying available land.

A potential nuclear site must ultimately be assessed against a range of characteristics affecting the safety and viability of the facility. These can include hydrology, geology, seismic conditions, meteorology, population distribution, human-induced hazards, cooling-water availability, transport infrastructure, grid conditions and emergency-planning considerations.

Nigeria’s recent inter-agency work provides examples of that process.

During an earlier 22 July meeting with the Ministry of Water Resources and Sanitation, NAEC said it required additional hydrological information to supplement a bathymetric survey already conducted along the Niger and Benue river systems. The requested information included data concerning dams and embankments, historical dam failures and incidents involving river overtopping.

Such information can become important when assessing external flooding and other hydrological hazards that could affect a nuclear installation.

Satellites Join Nigeria’s Nuclear Site Studies

Nigeria is also bringing its national space capabilities into the nuclear programme.

On 6 August, NAEC announced plans for stronger cooperation with the National Space Research and Development Agency, seeking expertise in geospatial mapping, Earth observation, satellite imagery and related technologies.

NAEC said these capabilities are expected to support nuclear site characterisation, environmental monitoring and wider programme planning.

The cooperation illustrates a frequently overlooked characteristic of nuclear power development: a national nuclear programme cannot be delivered exclusively by nuclear institutions.

Environmental authorities, electricity-system planners, water agencies, meteorological organisations, universities, geological services, emergency-management bodies, security organisations and other government institutions can all have responsibilities before a first reactor is constructed.

Nigeria’s use of satellite and Earth-observation capabilities therefore provides a potentially useful model for other African newcomer countries: existing national scientific institutions can contribute directly to nuclear infrastructure development rather than every capability having to be created inside a nuclear programme organisation.

The 2027 IAEA Review

The INIR programme provides countries embarking on nuclear power with an external examination of their progress under the IAEA Milestones Approach.

According to the IAEA, the review examines 19 nuclear infrastructure issues and covers the regulator, prospective owner or operator and relevant government institutions. Recommendations and suggestions arising from a mission can then be incorporated into a country’s national action plan.

These infrastructure issues extend far beyond reactor technology.

They include areas such as a country’s national position on nuclear power, nuclear safety, management arrangements, funding and financing, legal and regulatory frameworks, safeguards, radiation protection, electrical-grid preparedness, human resources, stakeholder involvement, site and supporting facilities, environmental protection, emergency planning, nuclear security, the nuclear fuel cycle, radioactive waste and industrial participation.

The significance of an INIR mission is therefore not that the IAEA decides whether Nigeria should construct a nuclear plant.

The decision to proceed with nuclear power remains Nigeria’s responsibility.

Rather, the review provides an independent examination of whether the supporting national system is developing in a systematic manner.

Nigeria Has Been Through This Process Before

Nigeria is not beginning from zero.

An IAEA team conducted an INIR mission in the country in June 2015 and concluded that Nigeria had made notable progress in establishing infrastructure for its nuclear programme. That review also identified important areas requiring further work.

Among them were the need to enact comprehensive nuclear legislation, strengthen the capacity of the regulatory body, develop additional human resources for both project development and regulation, clarify expectations for local industrial participation and further develop policies for spent nuclear fuel and radioactive waste.

The planned 2027 mission therefore creates an important policy question: How much of Nigeria’s nuclear infrastructure has materially advanced since that earlier review?

That question matters because timelines announced during the earlier stages of Nigeria’s nuclear programme have repeatedly shifted.

Infrastructure progress should consequently be measured less by aspirational commissioning dates and more by completion of identifiable milestones: legislation, site studies, regulatory capability, feasibility work, financing structures, owner-operator preparedness, human-resource development and eventually licensing decisions.

A More Useful Measure of Nuclear Progress

Nigeria’s latest activity highlights an important distinction for nuclear reporting across Africa.

Vendor meetings, cooperation agreements and political declarations may indicate interest in nuclear technology, but they do not necessarily demonstrate that a programme is approaching construction.

Site investigations and infrastructure reviews are different.

They contribute directly to the evidence and institutions required before consequential project and regulatory decisions can be made.

The IAEA identified Nigeria in May among a growing group of African countries considering nuclear power or developing the necessary infrastructure. Across Africa, the Agency says the INIR process can evaluate issues ranging from national nuclear policy and legislation to stakeholder engagement, environmental protection and radioactive waste management.

Nigeria’s 2027 review will therefore provide an important opportunity to assess how one of the continent’s most established newcomer programmes is progressing against an internationally recognised framework.

Why This Matters for Africa

Nigeria’s experience is relevant well beyond its borders.

A number of African countries are now at varying stages of considering, preparing for or implementing nuclear power programmes. Egypt is already constructing four reactors, while countries including Ghana, Kenya, Rwanda, Uganda, Zambia and others continue developing nuclear infrastructure.

As these programmes advance, distinguishing programme activity from programme readiness will become increasingly important.

A memorandum of understanding with a reactor supplier is not a construction contract.

Selecting candidate locations is not regulatory site approval.

Conducting site studies is not authorisation to build.

Scheduling an IAEA peer review is not IAEA approval of a nuclear plant.

Each, however, can represent part of the progression toward a credible nuclear programme when supported by sustained institutional development.

Nigeria’s current work demonstrates what that progression begins to look like on the ground: hydrological surveys, geospatial information, environmental data, inter-agency coordination and structured preparation for international peer review.

What Happens Next?

The immediate challenge for Nigeria will be completing its site-related technical work and the national self-assessment required ahead of the 2027 INIR mission.

The eventual IAEA review should provide a clearer picture of where Nigeria has made progress and where significant infrastructure gaps remain.

Particular attention will likely surround areas that have historically challenged newcomer programmes: legal and regulatory development, financing, radioactive waste and spent-fuel policy, regulatory and programme workforce capacity, grid readiness and the institutional arrangements needed to implement a first nuclear power project.

Only later milestones—including completed feasibility studies, regulatory site decisions, a defined owner-operator structure, reactor procurement, financing closure and construction authorisation—would justify describing Nigeria as moving toward actual plant construction.

For now, the significance of the latest development is more precise.

Nigeria is strengthening the technical evidence behind its nuclear siting work and preparing to have the wider programme examined again against the IAEA’s nuclear infrastructure framework.

For a programme that has carried nuclear ambitions for decades, that is a more meaningful measure of progress than another target date.
