Understanding the GNPRI Methodology

GNPRI uses a criterion-referenced 0–5 scoring scale across 38 indicators grouped into 10 weighted pillars.

About the Index

What GNPRI measures

GNPRI is an independent evidence-based composite readiness index that tracks Ghana's progress across ten weighted pillars and 38 criterion-referenced indicators. It is designed for longitudinal monitoring and policy analysis, not as a substitute for regulatory licensing, IAEA review missions or government decisions.

How the Index Works

1⌕Evidence

Collect and verify documentary and institutional evidence.

2▥38 Indicators

Assess the approved quantitative and qualitative indicators.

3▦10 Pillars

Group indicators within the weighted readiness architecture.

4◔Weighted Scoring

Apply the approved indicator and pillar weights.

5◉National Score

Produce the national GNPRI score on the 0–5 scale, with a normalized percentage equivalent and readiness band.

Ghana Nuclear Power Readiness Index Methodology & Assessment Framework

Purpose and scope

The Ghana Nuclear Power Readiness Index (GNPRI) is an evidence-based composite framework for tracking national preparedness for nuclear power development. It supports longitudinal monitoring, policy analysis and public communication and does not replace regulatory licensing, sovereign approvals or formal IAEA review missions.

Assessment architecture

The methodology organises readiness into 10 pillars and 38 indicators. 28 indicators are designated critical and are subject to threshold checks. The framework is cross-referenced to 19 IAEA nuclear infrastructure issues.

Readiness scale

Indicator, pillar and national readiness are expressed primarily on a 0–5 scale. Normalized percentages are secondary equivalents used for communication only.

ScoreGeneral interpretation
0No demonstrated readiness
1Very limited readiness
2Early-stage readiness
3Moderate readiness
4Strong readiness
5Advanced readiness

Evidence and confidence

Indicator judgements are evidence-led. Evidence coverage, verification and confidence are reported separately from readiness performance.

Aggregation

Indicator results are aggregated within their approved pillars and pillar results are aggregated using the approved weighting architecture to produce the national GNPRI score. The calculation engine preserves the 0–5 scale as the canonical readiness measure.

Annual assessment governance

Working assessments may calculate internally, but public headline assessments must complete the configured review, assurance, approval and publication workflow.

Interpretation

GNPRI results should be read together with pillar and indicator performance, evidence confidence, assessment coverage and the methodology version in force for the relevant assessment year.

Methodology FAQ

What does the readiness score measure?

The score summarizes evidence-supported readiness across the approved GNPRI pillars. It is a monitoring and analytical measure, not a regulatory licence or IAEA milestone determination.

How are indicators weighted?

Indicators are weighted within pillars and pillars are weighted in the national aggregation according to the approved methodology. Pillar weights total 100%.

What data sources are used?

GNPRI uses documentary, institutional and programme evidence subject to evidence-confidence and verification controls.

How should trends be interpreted?

Historical movement should be read together with evidence confidence, changes in programme conditions and methodology version.
